George Boyer analiza en este libro, rico en ejemplos históricos, la evolución de la política social británica entre 1834 y la implementación del informe Beveridge después de la Segunda Guerra Mundial. El libro es, en parte, el resultado de una serie de artículos académicos previos donde se cruzan los trabajos del autor sobre la historia de las leyes de pobres británicas, con sus trabajos sobre la evolución del desempleo y los mecanismos de protección contra el paro en Gran Bretaña, y sobre la pobreza y las condiciones de vida en la Inglaterra victoriana.
