Charting the future: the AI and Digital Transformation Competency Framework for civil servants

This article analyses the framework contained in the Working Group Report Artificial Intelligence and Digital Transformation: Competencies for Civil Servants, published by the Broadband Commission in partnership with UNESCO and with feedback from civil society organisations and experts from every region in the world. It also describes the Artificial Intelligence (AI) competencies needed by the civil service, considering them fundamental knowledge to foster the digital transformation of public administrations today. The article concludes with recommendations for expediting the adoption of a rights-based, people-centric approach to AI and digital transformation in the public sector. It closes by dimensioning the task ahead, given the heavily concentrated vendor market and the limited customisation and democratic governance of both digital platforms and the digitisation process.
