With the principles of a city: environmentally healthy, socially just, economically efficient, culturally diverse and democratically governed, the Biocity is proposed and implemented in Manizales, Colombian city, facing socioeconomic and environmental problems common to small Latin American cities. The planning proposal integrates: the permanent research on the
environmental reality and its transformations, shared management by government, technicians and communities and the information and evaluation for citizen participation. Through indicators that are expressed at a traffic light easily understood Citizen, Observatory has allowed increasing knowledge about the reality of the municipality, communes and districts. The Bioplan articulated to the Local Agenda 21, has integrated necessary infrastructure for the environmental and urban habitability and has achieved consensus in defining the programs and priority investment projects for the benefit of the poorest and most vulnerable segments of the population
