This article raises the basic idea — taken from performativity theory, which stemmed from speech act theory — that ah reality is neither fixed nor immutable and that, moreover, it is realized through continuous and unstoppable actions (language is action) in which the human dimension plays a part. If we apply this to the context of the construction of Europe, we obtain a starting point on how to understand Europe: in continuous construction. What is put forward here is that the basic core of this construction is the political subject that Europe is and continues to be. The historical development of Europe is, therefore, an ever-changing journey towards new political forms in which the citizen’s role is, to date, taking on increasing importance. We suggest the most recent European political proposal — the European Constitutional Treaty — should be understood in this way.
